You can use Flip4Mac (http://www.telestream.net/flip4mac-wmv/overview.htm) to be able to play WMV files in QUicktime. Then, if you have Quicktime Pro ($30), you can export it to any other format (including iPod formats).
I haven't tested this, but I think it might work: Since Flip4Mac installs a quicktime component, theoretically anything that uses Quicktime to play media files should now be able to play wmv files as well. This means you could probably put your wmv file into iTunes even, and then encode it in iTunes (Select the Movie in the "Movies" area, then choose "Create iPod or iPhone Version" in the Advanced menu). This way is free. =)
